  Got the same confirmation of HDX, but looks like a mistake... the official support answer was:
  
  "Thank you for writing in. Unfortunately, the HDX is not available in all markets, and due to inventory constraints, a Kindle Fire HD upgrade is not available for the Mobile Ads API promotion."
  
  I'm grateful for getting a free Kindle Fire HD, but it looks unfair to non-US developers that only US ones got upgraded. If you make a rule, then improve it but only for some then the others will receive, with reason, the feeling to have been demoted to second class developers.

  Life is so unfair:))) For example, you can't sell your apps in Google Play if you are working from... Namibia or Mali.

  That's right... sometimes being in the "wrong" place (based on local laws or just strategic decisions from some executive) limits your options... but this doesn't mean we shouldn't point out unfairness when we see it. We should always expose it and try to correct it.

  Official response on Amazon Forum:
  
  Sorry for the late response. US developers will recieve a Kindle Fire HDX. International developers will receive a Kindle Fire HD and Amazon will pay to cover the import fees + S&H for Int'l devs. In some countries, these fees equal the cost of the device.
  International developers should note that the Kindle HDX is not aqvailable in all markets, and we are not able to provide the HDX to International developers as part of the Kindle Fire HD Mobile Apps promotion.

  I've tried hard, but it looks like we'll just get the HD. The good news is that we won't be paying import taxes/customs for the devices.

  You shouldn't pay import taxes anyhow if it's a gift.

  Since a lot of purchases from China and geberally non UE countries are usually marked as Gift to avoid taxes, in Italy you'll get to pay taxes also on real gifts (my wife had to pay on a Christmas parcel from a friend in the US...)

  Argh. They sent a DHL Delivery today for the Kindle Fire HD (no HDX as we feared) but it's for someone else ! It's for someone in Switzerland, I'm in Italy !!!!!

  You can probably get your Waybill by taking off the rightmost digit, incrementing the number by one, then trying to add a digit to the right (start at 0 and work through 9, it's a check digit, so eventually you'll get the right one).
  If the destination city is right subscribing to the notifications will send you emails with the full delivery address unveiled...

  I found my waybill by doing the reverse search, they allow to search using shipper info, date and destination. Then you can sign up for notifications and even get the name of the recipient, I'd say it is an easy way to get the sensitive information, but in mine case it worked great

  Just received my HDX. Packaging had a big dent in the middle, but it works so I think the packaging managed to absorb the hit.
