About wrapping application in player to .exe

Hello.
Just curious. Why it is so hard to create .exe file for application?
If we can run it in player starting from IDE, why we can't do it with .exe file?
Yes, i know that we'll not have in-app purchases and some other stuff, but just a game? Why not?
