Can you please open your Google Play/Android Market and write the version (Option button > Settings > Build version) with the model of your android device?
I'm trying to understand if your device supports In-app Billing API Version 1 or Version 2: http://developer.android.com/guide/google/play/billing/billing_reference.html#billing-versions
