Normalmap can be created automatically only in 3D editor
And you can draw manually in any 2d editor

You can only create a good map manually, or by creating a 3D model, and automatically in gimp you will get a bad map

Actually You can use make really nice normal maps with gimp, although what we call normal maps are bump maps in reality. I already used gimp plugin to make snake skin bump map in the past, the effect when applied to a real 3D object was really good. It works pretty much like the emboss plugin.
