I think that the creation of a converter for their file format may be considered "fair use".
OpenOffice/LibreOffice seems to be legit, and doc/docx file format is still copyrighted.

Since mominis/PlayScape disappeared from the scene it would be a tool to grant interoperability and compatibility with older software, which may not be developed further. It would be a "service to humanity"

It seems that each country has its laws and interpretation, but you are not reverse engineering their software to replicate it and sell it as your own, it should be fine I guess.

To me only the content structure is what may represent a legal concern, if you want to be on the safe side should be enough to modify it - and you would probably do that already to fit it with your needs.
however what about using the XML file directly?

XML project files are designed for API mominis studio, they have a lot of useless rubbish
