Razer have rescued Ouya, Ouya games getting ported to Razer Forge console.

I have already got a Razer Forge and can confirm that Gideros works with it perfectly.

apart from that Razor will have their own IAPs, and probably some other specific libraries

Yes, but they also allow Google Play and work as Android TV.
