How do you keep time even when the app is closed?

example: you have to upgrade a building but the upgrade time is 1 hour.
How would one implement this?

Two ways come to mind:
1) Save the time when you started building the building. And then on app start check current time and see how much time has passed and set up your Timers, etc as needed
2) Sync time with a server to see how much time was passed
