I kind of disagree, you don't "need" custom graphics. It's just a matter of choice. Most would say "custom is better" but that's an opinion, not a universal truth.
Also "custom artwork" is not always necessarily good. Really. I'd rather pay for good prefabs than for an average designer.
What about music and sfx? I bet that a lot of people are using prefabs.
So that's my point : custom is an option, not an evidence and those packages are still good to have around.
If someone use those resources to actually publish a game, *release* something, get feedback, refine game mechanics, get paid customers, he will be in better position and more experienced than most devs.

IMHO, indie dev don't need to have a custom and unique graphics style, people don't really care, just make your game look good.
