Unfortunately, in English, the word "love" is occasionally used as a euphemism for "sex". The word "lover" is one such case. Therefore, sadly, "lover" is a bit of a dirty word in English.
To put it bluntly, "lover" really means "f***er" ("SEXer"). It is often used to refer to a clandestine, extramarital, sexual partner.
Here are some examples:
"I want some loving." = "I want some sex."
"Are they lovers?" = "Are they f***ing each other?"
So, when advertising a family-orientated app, the phrase "that special someone" would probably be (a little bit coyer and more intriguing, and) more pleasant and attractive to potential customers than the word "lover".

It is the context that matters, that is what English language is all about, the context of the word, which can make it a positive or a negative word.
