Google Billing Plugin Error - Target android-16

Hi, i have just imported the project on Eclipse
and got this errors on Google Billing and target:

Unable to resolve target android-16
Exception cannot be resolved to a type
String cannot be resolved to a type

have you changed anything in exported project?
And have you seen this thread?

@ar2rsawseen no changes on exported project;
Now i have:
Re-exported + Changed Java Compiler to 1.6 + Project _ Clean = error
If i delete this googlebilling.util i got error on another package

@KeepTrying Most probably you need to install Android 4.1 SDK.

@atilim last night i have made a little update from eclipse and he was not showing this
4.1.2 API 16, and now from SDK Manager i see only the 2.1 API 7 was installed;
Ok downloading: 2.2, 2.3.3, 3.0, 3.1, 3.2, 4.0, 4.0.3 and 4.1.2 to get away from any problem, it will get some time because my ISP are running in trouble.

Downloaded all SDKs from 2.2 to 4.1.2, Google billing solved.
News: 2 errors on AndroidManifest.xml

No resource identifier found for attribute 'xlargeScreens' in package 'android'

String types not allowed (at 'configChanges' with value 'keyboard|keyboardHidden|orientation|screenSize').

My config:

Java Build Path/Order and Export/Android 2.2 Library - is checked

Made some modifications on target SDK and deleted this errors from the manifest, but the APK don't install on device Android 3.2 O_O
